We are inclined to call this skirt "demi-couture": it has a blind hem, a generous unfinished seam allowance, and the Bill Blass tag (including "STYLE#______) that features in Blass's couture-adjacent pieces. However, it may also be a workroom sample. (We say "couture-adjacent" because Bill Blass never received a couture designation). We've dated it to the 1990s, because the interior waistband includes a Petersham ribbon--a common feature of Blass pieces of the era.
